City Developments Limited (CDL) recently hosted its inaugural City Green Tenant Bonus (CGTB) Programme Awards Ceremony at Tower Club, where 20 tenants were recognised for achieving a 10% reduction in their energy consumption over the past year.
The event was graced by Mr Alvin Tan, Minister of State for National Development and Trade & Industry, and co-organised with the Singapore Green Building Council (SGBC).
During the ceremony, SGBC introduced two initiatives to CDL tenants – the Go25 Movement and Pledge, and the new Green Mark for Interiors scheme, which will be officially launched on 1 November 2025.
The CGTB Programme, piloted in July 2024 at Republic Plaza, is the first-of-its-kind initiative by a CDL to incentivise tenants with rebates for reducing energy consumption. Participating tenants receive tailored advisory support, best practice resources, and sustainability knowledge from CDL to help them achieve meaningful energy savings.
In his speech, Minister Alvin Tan shared the importance of stakeholders’ collective support towards the Go25 initiative and achieve Singapore’s net-zero goals.
Through the City Green Tenant Bonus Programme, tenants receive monthly email reports to monitor energy usage and track their savings progress.
The pilot has yielded encouraging results. Over 100 Republic Plaza tenants participated in the programme, and 15% of them achieved the 10% reduction target, with many others making significant progress.
Tenants who qualify receive a dollar-for-dollar rebate in CDL vouchers at the end of the 12-month programme in June 2025. If all tenants collectively achieve a 10% energy reduction, Republic Plaza could reduce annual Scope 3 carbon emissions by up to 264,000 kgCO₂e – equivalent to powering 150 four-room HDB flats for a year.
This initiative builds on CDL’s long-standing Green Lease Partnership Programme, launched in 2014, which supports tenants in greening their offices and attaining BCA Green Mark Office Interior certifications. Together, these programmes form part of CDL’s value-chain approach to reduce Scope 3 emissions and drive collective climate action.
CDL’s management executives and colleagues took Minister Alvin Tan on a tour of CDL’s office at Republic Plaza, showcasing best practices of reducing energy consumption.
Looking ahead, CDL will expand the CGTB Programme beyond Republic Plaza to engage more tenants in the journey towards decarbonisation.
With the built environment contributing about 40% of global carbon emissions, CDL recognises that collective action between building owners and tenants is essential. By working together, we can accelerate the transition to a greener, more sustainable Singapore.
